The Human Resources Director is responsible for the overall management of all Human Resources functions and duties, including policy oversight, hiring, compliance, employee relations, benefits, discipline, grievances, salary administration, training and development etc. The Human Resources Director services as Civil Rights Coordinator; The Human Resources Director works in partnership with the CEO, managers and staff to build and maintain a positive, professional, and supportive work place.


DUTIES AND RESPONSIBILITIES



  • Plan, develop and implement strategic delivery of HR functions that aligns with the organization's mission vision and values.

  • Establish employee relations practices to promote a high-level of employee engagement and morale.

  • Maintain awareness and knowledge of labor law and assure agency compliance including providing direction to directors, managers and staff to ensure they are fully informed of HR requirements, objectives, and plans.

  • Oversee the process for hiring of new staff including recruitment, hiring, reference check, hiring letters, orientation and onboarding process to build a united culture of service and excellence including ensuring that the hiring process is conducted legally, fairly and effectively at all levels of the organization and providing training to staff and Policy Council members in the proper conduct of hiring interviews and evaluation of applicants.

  • Identify gaps and make recommendations for the improvement to policies and procedures.

  • Update and maintain personnel policies, practices and procedures to support the effective delivery of services. Ensure that needed policies for Human Resources are submitted to Board. Train managers, staff, Policy Council and Board as necessary and appropriate on policies and practices.

  • Administer complete benefits package including enrolling new employees and coordinating open enrollment process while ensuring that the benefits package offered to employees is optimal for their needs. This includes negotiating with vendors to secure the best possible benefits options.

  • Maintain open-door policy to cultivate supportive work environment for all employees.

  • Handle complaints and grievances with awareness of when to refer to CEO and/or Board.

  • Work with directors and supervisors to solve personnell issues.

  • Salary administration including updating salary ranges, conducting salary comparisons and working with directors and managers to implement changes while ensuring that compensations policies provides appropriate staff wages while ensuring the fiscal health of the organization.

  • Work with Chief Financial Officer to ensure smooth administration of payroll.

  • Conduct and/or coordinate any personnel-related investigations as appropriate and necessary.

  • Oversee performance evaluation process ensuring timeliness and consistency.

  • Oversee employee exit interviews, completion of appropriate forms and provide feedback to managers as appropriate.

  • Plan for current and future staff needs including working with potential new programs, budgets, and positions during grant application process.

  • Conduct annual review of Wu Yee policies, procedures and compensation system to ensure current validity and applicability.

  • Oversee the security and maintenance of all personnel files while ensuring that Wu Yee personnel data (hard copies, off site and electronic) is kept current, accurate, and secure.

  • Maintain all required reports and responses including filing EEO-1, Vets 100 and other mandated reports annually.

  • Support the Personnel Committee of the Board of Directors.

  • Oversee development and implementation of safety and health programs to ensure that the safety needs of all sites and staff are met; Ensure that staff is adequately trained to carry out duties safely.

  •  Ensure that staff comply with safety practices, that workstations are compliant in conjunction with Operations Department.

  • Ensure that discipline and termination situations are conducted in accordance with Wu Yee policies legal requirements and best practices.

  • Be responsible for coordinating training department heads and supervisors in proper HR management practices and overseeing the conduct of those practices.

  • Consult with outside legal counsel when necessary in consultation with CEO.

  • In regards to Civil Rights Coordinator role:

    • Ensuring that the agency complies with the civil rights requirements.



  • Other duties as assigned.


COMPETENCIES 



  • 3 or more years of experience in HR Management. HR in a non-profit and/or children's services venue preferred.

  • Broad HR experience in a variety of HR disciplines, including compensation, HR process, laws, talent management, employee relations, organizational development and staffing. Knowledge of the principles and practices of human resources mangement and of federal, state, and local laws, statutes, and regulations.

  • Organizational and problem solving skills, able to deal with ambiguous situations.

  • Strong interpersonal skills and ability to objectively meet difficult and/or emotional situations in a professional and tactful manner.

  • Good judgement with the ability to make timely and sound decisions with strong organizational, problem-solving, and analytical skills including able to formulate opinions and recommend actions in complicated situations, requires ability to compare and decide as well as ability to withhold decision until all facts are known.

  • Experience in recruiting and staffing.

  • Ability to integrate sounds human resources management with the mission of the agency and just treatment of workers.

  • Ability to communicate professionally and effectively in person, on the phone, electronically, or through other means to individuals and groups.

  • Understand and respond to a diverse populations.

  • Ability to work under pressure, performing multiple projects to meet simultaneous deadlines.

  • Ability to collaborate and build positive/effective partnerships, internally and externally.

  • Strategic thinking, influencing, problem solving and decision making skills.

  • Abilility to maintain confidential and sensitive information.

  • Proficient in Microsoft Office Suites.

  • Ability to occasionally lift up to 30 pounds.

  • Bilingual in English/Chinese or English/Spanish a bonus. 


QUALIFICATIONS 



  • BA/BS degree in human resources management, business or public administration, organizational development, or related field preferred.
