Wheelcare Express Inc. (WCE) is a Non-Emergency Medical Transportation (NEMT) company proudly serving multiple counties in Northern California for over 40 years. With offices in Sacramento, San Leandro/Oakland, Santa Rosa, and Tracy, and our home office in San Francisco, we are dedicated to providing exceptional service. Currently, WCE employs approximately 135 team members.


Position Summary



Wheelcare Express, Inc. is seeking a Human Resources Manager to oversee day-to-day HR functions across our four branch offices. This role involves planning and coordinating recruitment efforts, managing employee onboarding and offboarding, and ensuring compliance with HR policies and regulations. The Human Resources Manager will report directly to the CFO/CEO.

Responsibilities



  • Recruiting: Support managers in recruiting and hiring new employees.

  • Onboarding/Offboarding: Collaborate with branch managers and payroll to efficiently manage employee onboarding and offboarding processes.

  • Training: Ensure all employee training requirements are met and documented in coordination with branch managers.

  • Compliance: Advise managers and corporate leadership on HR legal compliance.

  • Employee Handbook: Create and update the employee handbook as necessary.

  • Policy Development: Develop and implement HR policies that align WCE’s needs with legal mandates; serve as a trusted advisor on policy matters.

  • Benefits Administration: Oversee communication regarding benefits, open enrollment, changes, and necessary training.

  • Leave Management: Understand, develop, and implement policies regarding employee leaves in compliance with legal requirements.

  • Reporting: Prepare HR reports for external entities and internal management, including audits, investigations, and unemployment claims.

  • Performance Management: Assist managers in implementing employee discipline and terminations in accordance with company policies and labor laws.

  • HRIS Maintenance: Maintain the HRIS system (BambooHR) and explore new functionalities for enhanced efficiency.


Communication: Provide excellent customer service and communication internally and externally as needed.




Qualifications



  • BA in Human Resources or related field is a plus

  • 2 to 4 Years progressive Experience in the Human Resources Field.

  • Excellent understanding of Federal and CA Labor Law. Knowledge of OSHA
    regulations and compliance is a plus.

  • Proficient in MS Word, MS Excel, & Smart Phone Applications. Previous
    experience with an HRIS system. Experience with BambooHR is a plus.

  • Ability to prioritize multiple tasks, along with the ability to work in a very fast-
    paced, changing environment.

  • Effective written and oral communications skills as well as β€œpeople skills”

  • Ability to maintain confidentiality

  • Ability to travel and engage with remote offices
