The Mission Neighborhood Health Center (MNHC) is a non-profit, multi-site community health organization offering comprehensive health services in the Mission and Excelsior Districts of San Francisco. We are currently looking for qualified candidates for our Payroll Staff Accountant role. This position reports to the Chief Financial Officer and is a Regular, Full Time, Non-Exempt role with a starting hourly range of $35.28 to $37.92 with full benefits.
Primary Objective:
The Payroll Staff Accountant is responsible for the administration of the payroll function. The person in this role performs his/her duties in alignment with established organization and internal standard operating policies and procedures, and ensures compliance with Federal, State and local wage and hour, payroll, and tax law.
Essential Functions/Responsibilities:
- Processes payroll bi-weekly and off-cycle as required by incorporating all data from employee timecards, voluntary and involuntary deductions including employee benefits, Employee Retirement Plan, fringe benefits, Federal, State and local mandatory deductions.
- Ensures payroll is processed accurately and completely by required deadlines. Review all payroll data prior to submission and immediately following the submission to ensure it is processed properly. Review all quarterly payroll data and ensure it meets Federal and State deposit and reporting requirements.
- Audits Human Resources information entered into ADP; Ensures all required information is accurate and complete; Ensures required approvals are obtained on Control Documents.
- Collaborates with Human Resources to maintain ADP employee database and process information accurately and timely; Ensures the accuracy of employee pay rates, leave accrual rates, and employee reporting structure.
- Reviews employee timecards; Ensures accuracy, completeness and supervisory approval, including regular hours, overtime hours, and non-worked time including paid leaves are entered and calculated correctly.
- Monitor time clock information, fully understanding payroll overtime rules and how they work in conjunction with each other.
- Maintain payroll files for each pay period, which includes information on all payroll deductions, new hire information, and changes.
- Prepare and reconcile payroll related general ledger journal entries. Understanding payroll related assets, liabilities and expenses.
- Processes wage garnishments, completes and responds to garnishment notices and notifies employees appropriately.
- Monthly reconcile payroll general ledger accounts
- Perform payroll analysis as required.
- Assist with annual 401K and financial audits
- Review quarterly payroll tax reporting and ensuring filings are handled by ADP as well as the review and distribution of annual W-2s.
- Identifies payroll related issues and recommends ongoing process improvements and procedures for compliance with payroll deductions and reporting requirements.
- Leverages ADP reporting capability for standard and customized reports and develops automated management reports.
- Answers employees’ payroll-related questions and resolves problems on a timely basis.
- Develops and manages a secure filing system for all confidential information in a written and/or electronic format, including pay data, employee information, state filings and state registrations.
- Recommend and manage implementation of changes to systems.
- Document and maintain written payroll procedures.
- Respond timely to staff inquiries.
- Provide supplemental support to Accounts Payable and Accounts Receivable as needed.
- Trains new staff and supervisors on ADP review of timesheets.
- Assists with trouble shooting time clocks at all locations.
- Perform other duties and assignments within the Accounting department as directed by the Accounting Manager and/or Chief Financial Officer.
- Other duties as assigned.
Qualifications:
Education
- Prefer a Bachelor's degree from an accredited college or associate’s degree in Accounting or Finance, a related field or equivalent education required.
Experience
- Minimum of five (5) years payroll processing experience; ADP experience preferred.
- Working knowledge of policies and procedures relating to payroll administration, financial record keeping and reporting strongly preferred.
- Ability to administer payroll and the processes associated with payroll, taxes, deductions, record keeping and reports.
- Working knowledge of various payroll related labor laws.
- Certified Payroll Professional designation strongly preferred.
- Ability to calculate figures and amounts. Ability to apply concepts of basic algebra.
- Ability to apply common sense understanding to carry out instructions furnished in written or oral form.
- Experience with compliance with wage and hour and labor laws, W-4, state, local and federal regulations.
Software
- Proficient with ADP and applicable software.
- Proficient in Microsoft Office, particularly Excel and Word.
- An Understanding of fund accounting software, preferably MIP, Sage 100
